Obviously this is at the heart of the dispute, but can OSU/WSU essentially take this years revenue that would have gone to all of the members and split it by 2 with this ruling?

Depends on what the rules are with regards to departing conference members.
Most conferences state that members leaving forfeit either a percentage or all of their TV money between announcement and leaving.
If Pac rules state that the money goes in the conference kitty if the teams leave, it means that those two get shares and the conference gets a share. And they control what the conference can spend money on.
