He is a talking point guy. He talks a decent game, but has no idea how to make things happen legislatively. He hates business incentives for example, and wants to end them. He just has no idea how to actually do it, but will cook up a a half cocked piece of legislation that isn't practical, and refuse amendments to make it workable.
