What complicates this is that the deadline is Jan 15, Landry isn’t governor until Jan 8th. A special session must have a weeks notice. It would likely take 3-5 days to pass a map. Unless an extension is granted Landry doesn’t have the time

2020 census has blacks at 12.7%. Do we not use the census as the test for congressional reps?
