I’ve got a Tikka T3x CTR that fits most of your requirements. 16” threaded barrel. .308. Quality gun. Around $1k. I wasn’t a fan of the stock, but you can get an aftermarket one. Bell and Carlson makes a drop-in stock for the CTR for under $500. KRG does as well. Still puts you under budget.
