1. Say you have a bulk carrier with 10000 tons of coal in it. Underneath the coal, you have 3,000 RPGs. The density (I'm sure there is a USCG baw here that can perfect my layman's description) is such that you can't see the stuff hidden at the bottom. The contraband doesn't come direct from Iran, of course, it's shipped via many intermediaries, and eventually ends up on a ship coming from Cyprus, or Sicily.
Fertilizer is an explosive, but everyone needs it. Hamas has dug up water pipes and turned them into rockets. 5km of water pipe is thousands of rockets.
2. Palestine is not one place. In the West Bank, Israel controls security, so they know if tunnels are being dug, and where. In Gaza, Israel ceded security to the PLO/Hama about 15 years ago. Israel can detect tunnels trying to burrow *through* the border, but not ones that stop on the Gaza side, which is what the terrorists used this time, to blow holes in the security fencing.
