Such a list is virtually impossible.
The factors are so varied and subjective. And the musical categories are diverse.
My personal favorite in the rock idiom is Jeff Beck, but that’s me.

Ranking lists in general are really impossible and a list of the 250 greatest guitarists is impossible in terms of pleasing even a tiny fraction of people. If everyone just made a list of their top ten I doubt even two would have the same 10 and a better chance of winning the lottery than 2 lists being exactly the same.
Then you have the criteria. If we are talking about pure technical perfection then there are 100s of youtube guitarists that destroy #15 Keith Richards in that area.
Also being honest with yourself how many here have actually sat and listened to Sister Rosetta Tharpe, Maybelle Carter, John Fahey, and Elizabeth Cotten enough to really place them?
Most probably haven't listen to a lot of James Burton and Jimmy Nolen at least when they knew it. Burton being a member of the Wrecking Crew and Nolen being part of James Brown's band "everyone" has heard them but did you know you were hearing them.
For me, I am baffled by little things like Stephen Malkmus (someone whose work I barely know) being ahead of Link Wray who strummed the coolest riff ever played and made overdriven sound cool.
Again, my point is all lists are shite but this one is causing a hell of a lot of clicks on youtube. However, if you are a fan of music and in particular guitar it is full of extremely interesting rabbit holes.
RS should redo and expand their drummers list so the metal and jazz fans can both be pissed and the rock fans can argue over the order of Bonzo, Moon the Loon, Ginger, and Neil but bask in the fact they are 1-4. They can all take a piss on the inevitable person that will argue Jorge Garrido is the greatest drummer to ever live... and maybe he is.
