not really though, because even though they do use it to refer to each other, it's still slang, and they still view it as an offensive word.
the word "queer" is used in the LGBTQ "community" (i hate calling it that) as a legitimate proper way of describing someone's sexual preference or orientation. you would not be surprised to hear a gay person say something about the struggles of "queer and transgender persons" or something like that, but you would never hear a black person say, in a serious manner, something about the struggles of "persons of color and n*****s"
but regardless, if i had a gay guy working for me, and i said "oh yeah that dude is a queer", it would be considered offensive. it makes no sense.
