Oh horse shite! No way should that kid get to go to Homecoming! As others have stated his date's expenses, etc. should not factor into the equation. She could probably go with some friends or possibly even find another date.
I would hope that if the girl's parents are decent they would rather their daughter not attend the dance with a 15-yr old degenerate that obviously has no respect for his parents, rules, or anything else.

15 year old boys loathe getting dressed up, and they certainly don't care one bit about the dance. In fact, many kids don't even go to the dances anymore.
They care about the after party. Making him go to the dance but skip the fun part IS the punishment.
