re: California's so-called 'draconian' fast-food bill is now law

Are biscuits counted as bread? Thinking about Popeyes, and the the burger joints that have a breakfast biscuit sandwich. Put plain biscuits on the menu all day.
The problem with this exemption is that if Panera is paying $18 per hour and McDonalds is paying $20 per hour, McDonalds should be able to get better employees and Panera will eventually need to increase their wages if they want the top level fast food staff.
BTW, according to the law, what's the definition of a fast food restaurant? Can they just hire a wait staff to lower wages?
