It’s both. Targeting is really two different fouls:
1. Forcible contact to head or neck area against a defenseless player
2. Leading with the crown of the helmet (against any player)

They really should have given the two fouls different names, IMO, because I can see how it causes a lot of confusion for fans who haven’t actually read the rule.

ETA: That said, I did not think it was targeting. Looked clean to me. Daniels was not a defenseless player and the defender didn’t lead with the crown of his helmet.

If Daniels had been in the pocket, I do believe that same hit would have been called targeting (because he would have been a defenseless player) but he wasn’t.
