He didn't free the slaves in the south either. The Emancipation Proclamation has always been taught that President Lincoln freed the slaves. He didn't free the slaves in the North, he didn't fee the slaves on the border states, and he sure didn't free the slaves in the south. The southern states had already seceded and created their own country, Lincoln had no authority to free the slaves in the CSA. It was all just smoke and mirrors.

And yet slaves who wandered into Union lines in the aftermath of the Emancipation Proclamation were not returned to their owners.
