There's a Pilot Truck Stop just on the other side of that overpass. Likely needed fuel or perhaps needed to park for a few hours. Not 100% certain on Baton Rouge but plenty of big cities have mandatory curfews that keep oversized loads from being transported during peak commuting hours.

I am also pretty certain there are laws that prevent dipshits from trying to drag a helicopter under an overpass with a low clearance that trump this.
I have never been a truck driver, nor could I or would I be able to handle it. And maybe it is my borderline OCD telling me this....but I'll be damned if I wouldn't have been paranoid as hell before I attempted to drive under that bridge
