I don’t see a bridge height marker, maybe its out of picture.

Also, I wonder how close it was. That road seems to to angle from left to right with the right side being a bit bigger (taller due to lower road) for water drainage. I wonder if they measured the right lane only but since its a wide load he of course straddled both lanes which would give it less room. An inch or two can make all the difference.
