All I took from that story was that the totalitarian government took all of the dogs to undisclosed locations for seven months.

Authoritarianism is not okay.

Well, she was quite the idiot. She took a dangerous dog out off leash and thought it was a good idea? Mixed it in with other dogs? And after he’d already bitten her? These type of owners are the problem.
