It's not the schools, it is the students.
You’re technically right but EBR's shortcomings are self inflicted by failing policies. Cities or school districts run by liberals tend to prioritize the non productive over the productive and run them off to the next town. It's not like people left BR because it was close to their work and they wanted to add 45 minutes to their commute, they left because of the crime and the schools.
