If you have a regular pest control guy, I would ask him to come deal with it. Are they always aggressive though? Certain times of the year they just troll the grass, no idea if they are eating or doing other things. I just let them do their thing.

Not 100% sure. They're mostly in the backyard, but one got me as I was finishing the front yard. Had been mowing for at least 15 minutes, so it's not like I snuck up on it. Based off that one encounter, I'm going to guess the little bastards are aggressive.

Guinea paper wasp. They have a high nest failure rate and will construct multiple small nests early in the season. They will lose most, but will prioritize one that makes it. Usually solitary wasps out and about won't bother you. They are looking for pollen and catching various worms and caterpillars to feed the larvae. They will aggressively defend their nests if they are bothered, either intentionally or unintentionally. They are more aggressive later in the season, like now.
If you want to see a show, and have some natural help keeping them in check, encourage birds around your area. Try to attract some Blue Jays. They make sport of attacking nests and eating the wasp larvae while the wasps fly around pissed off and helpless.
