Yes, you either get fined in the NFL for putting what used to be a normal hit on a WR over the middle, or in college you're just straight thrown out of the game.

The rules put in place over the last decade favor the offense in almost every respect. It looks like a different game, even compared to 20 years ago. Again, that goes for college as well.
