Yeah, I’ve seen security guards just standing around in several of those videos, presumably because of store policy. I reckon they are the human equivalent of this:


Had a storage unit for a few weeks a while back, and they had multiple of those owls to scare away pigeons. Nonetheless, there was still pigeon shite everywhere, which also fits this analogy.
