I would argue that the parents and students involved if the student isnt actually interested in a skilled trade are abusing their communities by creating unusable public schools.

The damage these lost students are causing to everyone around them is incalculable. I knew a kid freshman year who was valedictorian from a bad urban school who was in remedial classes for every subject. Good kid, had two parents who pushed him to succeed, but he wasn't prepared for college because his HS was barely operating at a middle school level.

They have to dumb down the classes and standards so badly for the lost students that no one else is prepared for life. And that's setting aside the bullying and threats of physical violence the successful urban students have to deal with every day for actually caring.
