Id say yes and give that decision back to the family. I'd also support directly tying how much federal or state financial assistance someone can get with the amount education they have received.

Forcing someone to go to school on Mr and Mrs Tax payor then paying someone to not work again at the courtesy of Mr and Mrs Tax Payor doesnt make much sense to me.
