Sounds about right, but even in rural areas you will still hear stories of cops finding a drunk driver and instead of an arrest they help them get home.

I had that happen in 2004 and it wasn't in a rural area. Wasn't shite-faced or anything, just driving a conspicuous vehicle back from a bar after midnight.

Everything has become so much more systematized and bureaucratic now. Cops don't have much discretion anymore, which is kind of a shame.

I was riding with a friend many years ago, heading out for an evening of bar hopping, we were driving on a brand new parkway that had yet to have lights installed, posted speed limit was 45-50 and a cop pulled us over, we each had an open beer(wasn't illegal back then,) and my friend gets out to talk to the cop with his beer in his hand and sets it on the hood to get his DL out, the cop never said a word about the beers, he said he stopped us to tell us that until the lights were up the speed was 35, be careful and be safe and off we went
