Sounds about right, but even in rural areas you will still hear stories of cops finding a drunk driver and instead of an arrest they help them get home.

I had that happen in 2004 and it wasn't in a rural area. Wasn't shite-faced or anything, just driving a conspicuous vehicle back from a bar after midnight.

Everything has become so much more systematized and bureaucratic now. Cops don't have much discretion anymore, which is kind of a shame.
