My dad put one up on the boathouse when I was little. It was fun to watch bream and catfish hitting the dead bugs on top of the water, but I don't think it ever did anything as far as attracking bass/stripers tho.
Like the other guy said, if you want something simple to attract fish a simple higher output halogen bulb a few feet off the surface produces well if underwater ones aren't an option.
