Given that I think poverty stricken hell holes are not interesting, but rather ugly and depressing, I’ll say Baltimore. I can’t account for the Gameday experience, but I don’t think that’s what OP was asking for. I’ve visited most NFL cities at this point and that one runs away with the title for me.
