The building above the tunnel owns and manages the part of the tunnel below… thus the wide range of doors.. passages and style.. some building keep it modest .. others have submarine door and can close off their lower tunnels..

Yes they have flooded thus the op comments on the revitalization… they were destroyed a while back ..
