This was explained to Michael Scott by Oscar as though Michael was a 5-year old:
"Mom and Dad give you $10 to start a lemonade stand. After you buy the cups, lemons, and sugar you see you only spent $9 and give the $1 back to mom and dad. Next summer, you only get $9 to run your lemonade stand because that's how much they think it costs."
