Truly remarkable. BR as a city witnessed an explosion in gang violence, drug over doses, and suffered through a big decline of the force.

No one is working together. The cops, the judges and the DA all have their own agendas. The bad guys know this and even when they are caught they are turned loose with hardly anyone caring about where they go or what they do.
