What would the U.S. do differently to encourage peace prior to this latest Ukraine invasion by Russia?

Hell, Russia invaded Georgia and Ukraine (in 2014) and the U.S. looked the other way except for putting a few harmless sanctions on some Russian oligarchs.

Nothing says "encouraging peace" more than "go ahead and invade your neighbors and we'll do nothing about it."
