Well one is a loan to go to college, with no promise of being forgiven. The other was forgivable SBA loan to help keep most businesses from going bankrupt (due to the pandemic)
One is a choice - go to college or not. Get a loan or not.
The other was not a choice for many businesses, who were doing fine before the govt shutdown. Still many failed, but it kept things somewhat normal.
PPP was flawed, but to many businesses it provided a valuable lifeline to keep America working.
