The Bay and near shore reefs can be really good when the trout are transitioning out and the water's good. They'll be holding fish almost all the time, regardless, but not at those numbers. MDWFP has a list of nearshore reefs on their site. There's more than you think.
Cat is hit or miss, just have to bounce around until you find them. Great place to fish any time though.
There's a reason so many people make the short run to the Biloxi Marsh (aside from limits). Options are endless.
