Went last fall to Diablo since I had never been off 20 when I lived there. There's a bunch of hikes around there, use the WTA site to see some recent reviews of what's open WTA. I think the hike I did was Thunder Knob LINK, decent views and not too intense at 3.6 miles roundtrip. Did this one on a date, it was her first time wearing those hiking boots so she got blisters on the way up, memorable date 
There's a bunch of road turnoffs to see the dams and viewpoints along 20, but not much as far as shopping/dining/etc. I'm sure someone will come here with a better suggestion. Have fun
