The deputy can easily argue that he was concerned something happened to the officer who should have been driving the vehicle or the vehicle was stolen. A police officer shouldn’t be driving like that with no emergency lights so is it far fetched to think a bad guy somehow got control of the vehicle but didn’t know how to activate the lights/sirens? When the cop tried to evade the officer and wouldn’t stop, the deputy would be even more concerned.
His fellow officers should feel good that this deputy has their backs.

Fair points. I just imagined that the officers had various channels with neighboring departments that they could radio if they see something is amiss. The officer did the right thing to chase after the city pd. Definitely not arguing against that.
