No. Though a craving for human flesh is associated with possession by a wendigo spirit. The wendigo mythology is associated with Algonquian language group tribes. The Algonquian language group was the most populous native North American language group.
Skinwalkers are something different altogether. They were associated with the Navajo and the actual details of those beliefs are not generally shared with non Navajo. They are basically evil witches who can take the form of an animal. Not necessarily associated with cannibalism.
