intentional grounding

Why is it not intentional grounding when the QB spikes the ball at the line of scrimmage to stop the clock? Is there a rule that allows this?

Likely a special rule for it, since they can't drop back and throw it straight down without it being Intentional Grounding.

I'd imagine there's a special rule like with the holder being able to have a knee on the ground

For high school:

Section 5, Article 2 d: Exception: It is legal to conserve time by intentionally throwing the ball forward to the ground immediately after receiving a direct hand-to-hand snap.

This is true at all levels of the game.
