Possibly, which is one of the issues with it.
If everyone in the country got the same amount, regardless of geography, what affect would that have?
Would that cause prices in high-cost areas to decrease to meet the UI numbers, or would people move to lower-cost areas, causing those prices to rise?
Would this cause a leveling of cost-of-living around the country?
