I know in late 1990 the following bands were poised to take off…House of Lords(James Christian’s voice was literally one of the most powerful I have heard. Check out “Remember My Name” by them and thank me later), Queesnryche, Damn Yankees, Firehouse, Trixter, Slaughter, and some of the others mentioned are all candidates for your OP winner.

They released Demons Down in 1992…great album. An interesting nugget: Gregg Giuffria, from Biloxi, was the keyboard player for HOL on that album…he is now part owner of Beau Rivage in his hometown, so he has obviously done very well for himself.
