When you measure the axil, if it is square, look to see if the fender can be moved back.
If you do need to move the axil, take a pensile and mark where the axil is located now and put a mark where you want to move it to. If you have a jack that can lift up the trailer frame and boat, this will take weight off the axil and make it easier to move the axil after you loosen the bolts.
