4-ton seems on the high side for 2100sqft. If it is oversized, it can very well contribute to the problem. If that is indeed sized properly than you have a leaky house which is letting in a lot of unconditioned air.
You can check the CFM output setting at the control board of the blower unless it is a communicating system. If it is a communicating system you can find the settings within the main t-stat.

Not sure. They did leave the old condenser but wanted to install something that would be variable-speed.
