Everyone always gets mad about this. Those people are not passing everyone up and getting over at the last minute. They are actually doing it correctly. It is called the zipper method. Both lanes should fill up evenly and at the point of merger each lane should take turns with every other car going.By doing this traffic doesn’t back up as far and it doesn’t take any more time on anyone.
