re: Wouldn't it make sense for invaders at the southern border to be shot on sight?

If you aren't going to acknowledge the role that the the courts play here, then there is no point in discussing it further. Keep banging your head against the wall instead of seeking actual, viable solutions.
All those actual, viable solutions have come to what? 20-50 million criminal illegals and the government spending 15-30 billion taxpayer dollars every single year to support them. Why don't someone break out one of your actual, viable solutions and stop the invasion? And why isn't defending our borders as proscribed by the Constitution one of those actual, viable solutions?

Federal spending. State and locality spending on things like health care and education are intentionally obfuscated in terms of the costs of supporting illegals. sCHIP ads in Atlanta were primarily in Spanish on MARTA, but I am pretty sure sCHIP "grants" from the feds don't distinguish what portion of the money goes to illegal care vs. American poors. They're not allowed to ask for immigration status for a reason. There is no fraud if there is no data that proves said fraud, so collect no data.
We can look at the number of ESL teachers in Fulton County, for instance, but we can't definitively say if illegal immigration is a causal factor in the need for ESL instructors, because nobody is allowed to ask. I have a hard time believing 50% of the population in Gwinnett county (metro ATL) is English fluent.
