His wouldn't be half full, his would be 1/4 full. 5 pounds of rice would be needed for 30-40 people. A 20 gallon pot will cook 20 pounds of rice (or more).
You're talking 15 gallons of empty space. I think it will work, but I cannot guarantee being I've never done it. I've done half pots and they work fine.

I will most likely do a half pot, I can just donate the rest to the local fire department if we have way too much.
