I love pointing this out as an example but Muhammed and Malvo are a good example of an autonomous cell which put the entire DC beltway into panic during the manhunt for the sniper.

Two assholes in a beater with a rifle had hundreds of thousands, if not millions, scared shitless and required all kinds of man hours to catch.

Imagine that happening an exponentially higher number of times with no centralized planning involved.

Hard to control a region if you are having to play defense constantly.

Not if and when the government unleashes it's military upon the people.

Our military and some of our police departments have technology that can detect the location and caliber of gunfire using cameras and microphones. This tech was deployed years ago in Camden, NJ. It’s called ShotSpottter. From an article on Insider:
quote:

The city developed an extensive surveillance system with over 200 cameras and 70 microphones placed around the city.

As we walked inside the Camden County Police Department's multimillion-dollar command center, wall-to-wall monitors showing street corners from around the city covered the perimeter of the room. Crime analysts sat at desks parsing through video after video, sound after sound. One analyst for a program called ShotSpotter showed Insider how police can track the locations of crimes through the department's extensive camera network. "You can see exactly where in the city it's located, and then you can hit a street view, and the officers will know it'll be by the third house at the end of the block." The command center is the department's crown jewel. In fact, there are less than 90 centers like it across the country.

If our government is determined to lock down an area, restrict movement and track “trouble makers,” they can do it.
