Using a VPN will actually increase the data usage a bit. It wraps all of your in/outbound traffic to tunnel it through your VPN endpoint.
Been using Verizon's unlimited plans for 8 or so years, only throttling we've seen so far was the HotSpot (was not on the unlimited plan), that was still best effort and worked well.

I think throttling in the context from your article is based on the type of site/resource you're connected to. Some ISPs throttle those who stream videos, music, etc. I don't think a VPN will help you with data limit-based throttling though.

Pretty sure the key word there is “specific” - in other words, if your provider throttles tigerdroppings.com traffic it won’t know that’s where your data is going. It would perceive all your traffic as going to, say, vpnsRus.com
