How much is she snacking? I find that limiting snacks helps. Also let her run around outside and work up an appetite!

This is exactly what we did with our now 5 year old and currently are doing it with our 2 year old.
No snacks, no drinks aside from water (milk included because of the calories/protein that fill them up). If they don’t want breakfast - fine. They usually start asking for snacks around lunch time. Do the same thing for dinner, and they have hunger around their two major meals (and occasionally breakfast).
It lasted for like 2-3 months with #1, feels like we’re getting to the back end of #2.
Also random advice, but take away any screens or toys or things that otherwise may distract them at the dinner table.

We did this in 1982. This works for picky eaters from 2-5.
Run the table food meat through a blender. Pour that into old style ice cube trays. After that freezes, put them into a zip lock bag and label as meat. Repeat same process for vegetables. When time to feed them, use microwave. Saves a lot of time and money.
