That's why with QLCS storms you never wait for the confirmed tag to come out. More times than not you won't get "a radar confirmed tornado...." with those type storms. They're either so brief, or so small, or the radar is just too cluttered that you won't see a CC drop to verify it.
That's also why NWS WFOs have a smaller threshold for issuing those type warnings. When they see the couplet close to forming they will issue the warning because radar verification isn't a given.
