If you could prove it was read and no action was taken, I would be ok with charging the friend with negligence.
People have to start doing the right thing when people's lives are/may be in danger.

Read the damn article. The friend called the police and told them and they directed her to the call the " non emergency" line where she sat on hold. Friend did EXACTLY what she should have done!
