I agree in theory, but it's very hard to do fairly in practice. First you have to define what "mental illness" is. For example, is a guy who checked himself into alcohol rehab now mentally ill? Is a guy who sought help for depression mentally ill? Is a war veteran with PTSD mentally ill?
It's very difficult to clearly label what mental illness means. Are we only going to restrict it to disorders like schizophrenia or are we going to expand it to the entirety of the DSM?

Easy enough, Just do personality disorders, Antisocial, borderline, and narcissistic would cover pretty much every offender, thugs are all antisocial by definition, and since this is a conversation about trans, the modern 'trans because 2020s society told me to be' are ALL cluster Bs at the very least.
