They had cut power and water IIRC and even used torture techniques to cause sleep deprivation. All of those techniques by the field teams harmed the job the negotiators were doing. They could have gotten all of the children out had the field dummies not been such gung-ho assholes.
Go watch the Netflix doc. Tons of info I didn't know. You can tell the negotiators have animosity to this day over how bad field command fricked them and flamed the situation.
