I did. He said he can’t control the dog and if I ever see it out the fence to just shoot it because it’s mean and he’d rather I protect my kids than save the dog.

I didn’t have a response to that.

Again, if it's just a barking issue for you, either recommend that collar to him, or buy one and set it yourself to give to him. I guarantee you it's an instant fix.

If a neighbor ever told me that I’d probably offer to buy the dog from him. Then I would try and find a home for the dog. Hopefully it’s not a Great Dane because they are killers

What kind of owner says to shoot their dog because he’s aggressive?

WOW! Sounds like he just invited you to shoot the dog.
On the other hand, that did not work out so well for that vet in Harahan a few years back...
