Section B(2) of that statutory language allows a "custodian" (who can be anyone) of the signature to deliver it to the registrar. The voter does not have to personally deliver it. That Twitter user is reading the statute wrong.

I think the issue is the date of the signatures, not who delivered them.

The statute says anyone who wants to add or remove their signature may do so within the 5 days following submission/receipt of the petition. So the supplemental signatures submitted in the second round would have needed to be collected during those 5 days.

Considering they collected 34,000 signatures over the first 180 days, it seems unlikely that they collected an additional 32,000 signatures in the following 5-day period.

This, combined with the fact that the first two rejection reasons listed under “other” are “signature dated before petitioner deadline” and “petition submitted after petitioner deadline,” makes me think the organizers fricked up and didn’t submit all of the signatures in the first batch.

I really wish we knew how many signatures were rejected for that reason.
